SDGs Localisation Training Programs

EAROPH has an Sustainable Development Goals training Committee at the international level, chaired by Dr Jane Stanley. It is focused on developing action learning programs for local government and other local stakeholders, filling in the gaps and complementing other SDG training programs from other agencies.

The programs we have developed using PowerPoint slides, which can then be easily customised for different localities and translated into other languages where appropriate. They also include a workbook that enables participants to develop their own implementation plans. They can be delivered remotely by videoconferencing (on apps like Zoom) and/or in person. EAROPH is able to provide the training to build the capacity of local trainers and ensure quality control.

The programs currently completed or under development in mid-2025 are:
  1. Building Local Economies (SDG 8) – this is a 3-4 day program that has been delivered to around 20 local governments in six Pacific countries in partnership with the Commonwealth Local Government Forum, funded by the EU and Canada. The Plan developed for South Tarawa in Kiribati established the foundation for a three year development project funded by the German Government.
  2. Partnerships (SDG 17) – this is loosely based on the Business Partners in Development program developed some years ago by the World Bank, based on over 20 case studies worldwide. We have provided contemporary regional case studies, and have drawn on our training manual for components of other action learning programs.
  3. Developing a Housing Policy (SDG11 part) – this program was developed in partnership with UN-Habitat as an online course, and was customised for delivery in Malaysia. It has yet to be launched there but in the meantime it has been piloted as in-person delivery in the Solomon Islands, and enabled development of a Draft National Housing Policy for that country with a framework for complementary local policies.
  4. Waste Utilisation (a circular economy model that aligns well with the UN-ESCAP Concept Note, primarily targeting SDGs 9 and 12) – this has been designed as a 5 day course for local government, though it could be customised for different delivery modes. It focuses on how to divert almost all wastes from landfill. EAROPH is currently in discussion with UN-Habitat about how to pilot this with local government in Pakistan, and funding for this is being sought.
  5. Climate Adaptation (SDG 13) – this will be ready for delivery by July this year.  It can be customised as a 2-3 day action learning program that will enable local government and community stakeholders to develop their own localised Climate Adaptation Plans, which we see as essential if climate finance is to be appropriately directed to local initiatives rather than being controlled centrally by national government. We are in discussion with ICLEI Oceania in piloting this.
​EAROPH Australia is also exploring options to develop a short course on community engagement and another as a 'deeper dive' into housing affordability.
